Renunciation of Malaysian Citizenship

Disclaimer: This post does not have any pictures. Read on only if you want to get a rough idea of what to expect when you decide to renounce your Malaysian citizenship to take up Singapore citizenship. Procedures in the civil service change. Therefore, what is applicable today may not be applicable tomorrow.

Firstly, send in your application for Singapore citizenship. It took ICA 6 months to send me a letter of approval. Bring this letter of approval to the Malaysian High Commission - Consular Section - to obtain:
  • Borang (Form) K
  • Appointment date to submit the Borang K
You don't need to bring any photos, passports, birth certificate yet. I went to obtain the Borang K in mid-December and my appointment date to submit it was in late April 2009. You could try to negotiate for an earlier date but you would have to convince the officer. I have observed people trying. Some were successful, others not.

Documents to be submitted together with Borang K on your appointment day:
  • Malaysian IC - original and 2 photocopies
  • Malaysian BC - original (must be laminated) and 2 photocopies
  • Malaysian PP - including expired copies.
  • Lost of passport police report - If you did not keep all your passports from your very first one to the present one you are using, go to any police post in Singapore to make a police report. You must submit the original police report.
  • Parents' IC - 2 photocopies for each parent. Originals are not needed
If any of your parent is deceased, you have to provide 2 photocopies of the death certificate (this is what I overheard).
  • 3 passport photos - with blue background.
  • Deed poll - only if your name in the BC is different from Singapore IC etc. If you changed your name but don't have a deed poll, I can't help you. You better consult a lawyer.

Speak to him, explain your situation and ask for his help. This is a business, therefore do expect to pay a fee. His motto is "Malaysia Boleh".

I have read other reports about consular officers being rude. This is far from true. They are friendly and helpful, you just need to be nice to them. Put yourself in their shoes, having to deal with so many people with so many demands day in day out. What goes around comes around.

I observed one young female (young enough to be internet savvy and research the procedure on the internet) who wanted a different appointment date than the one given. The officer tried to accommodate and gave the female 3 dates, all of which were rejected by the latter for various reasons like "I have to take leave", "I have to go overseas to work" or "I won't be in Singapore". She was just holding up the queue. Actually, I felt she behaved like a brat. Personally, I feel the people who are rude are the Apro security guards, and the occasional Malaysian applicant.

Wishing you all the best in renouncing your Malaysian citizenship.

This is what I think you are trying to convey:
You have a deed poll and you changed your name in your Singapore blue IC but didn't change your name in your Malaysian IC nor passport.

If I have understood you correctly, you do not need to inform the Malaysian side about your deed poll/change of name since you will be giving up your Malaysian citizenship. What I did was to submit a notarized photocopy of my deed poll when I submitted the rest of the documents with Borang K.

Hope this helps.

Hi,
I only have the past 4 red passports with me. The others I am not sure, including the blue ones. Does all means including childhood time? Do I have to make police report for these?

BC is already in original plastic cover but can be opened up. Do i need to laminate again?

I heard that Surat Rasmi will be given to you. Is it after submission of borang K or before?
Thanks in advance.

Yes, just get a police report.

As for the BC, I am not sure if that plastic cover is sufficient.

Surat rasmi? Not sure about this but I suspect it will be the official certificate that will be given in 2 years time. You need to bring your Singapore PP & IC as proof.

Hope this helps.

Hi, thanks for the info. Certainly helped me in my process.

Any idea what happens after the renunciation papers are submitted? I understand that the Form K will be returned after 2 to 3 years. Do you get your birth cert back at this point?

I have registered at ICA but yet to get my pink IC. I was told I had to turn up at a GRC event. No dates yet.

I was told that applicants will receive a letter to inform them to collect their Form K and at that point, the birth cert will be returned.

ICA will send you a letter to inform you when to collect the pink IC.

All the best!

Hi, just wanted to update everyone that the M'sian Embassy at Jervois now has a new system in place. Started 2 months ago. It now takes only 3 DAYS to get your renounciation letter. There is no need to get an appointment date anymore.

Just go to the Embassy with all your docs (8.15am to 11am), get the form there and fill it up. There is someone to check if you have filled up correctly before you submit (approach the indian security lady, or the guy sitting at the desk at the corner where there is a queue - you need to go to him anyway for thumbprint before you submit). Upon submission, you'll be given a slip to return in 3 days to collect the renounciation letter. Docs you need for submission:

1. orig M'sian passport & 2 photocopies
2. orig M'sian BC (must be laminated) & 2 photocopies (front & back)
3. orig M'sian IC & 2 photocopies (front & back)
4. orig S'pore blue IC & 2 photocopies (front & back)
5. 2 passport-sized coloured photos (NO NEED blue background, any colour is ok)
6. old/expired M'sian passports (originals only)
7. S$10 for processing fee

Be prepared to spend about half hour filling up the form (3 copies). Alternatively, go down and get the form and fill up at home. After they have checked your form and everything is in order for submission, you will be given the Borang K (yellow form) to fill up. They will guide you on how to fill it up.

I just did it this week.

Hi Tange, good on you and thanks for the update. After submitting the yellow form, did the officer say what happens next?

Hi, i understand that they will take the original birth cert (BC) during the submission as they need to send to KL for verification & processing. Do you know when they will return the BC to us? And how they will notify us to collect the BC?

I went there yesterday to collect the form K and the indian security lady told me they will return the BC to us after a year time. Is that true that it takes so long for this?

When I submitted my forms, I was told a letter would be sent to my mailing address in about 2 years.

What happens if you have lost your original birth cert?

BC travellers said...

Hi wannabefree,

I not sure if you have to lodge a police report but I think you can request another copy from the hospital you were born.

@ Jocelyn

You only need a deed poll if you changed your name. To get a deed poll, you need to go to a lawyer.
